Austria Expels Four Russian Diplomats Over Security Concerns

Austria has expelled four Russian diplomats from Vienna over activities it says were incompatible with their diplomatic status, a phrase commonly used for espionage. According to Reuters, Austria's foreign ministry announced the move on 23 October 2026, saying the diplomats had been declared personae non gratae and ordered to leave the country.

Three of the four worked at Russia's embassy in Austria, while the fourth worked at Russia's delegation to the Organization for Security and Co-operation in Europe on military security and arms control, according to Reuters. The ministry said the decision followed findings by Austrian security authorities, but it did not publish detailed allegations against the individuals.

The expulsions bring the total number of Russian diplomats expelled by Austria since 2020 to 18, according to Reuters. Austria is a neutral country, but its governments have sided politically with Ukraine since Russia's full-scale invasion in 2022, and Vienna hosts major international organisations including the OSCE and the International Atomic Energy Agency.

Russia's embassy in Vienna described the move as an unfriendly step and said there would be an appropriate response, according to Reuters. Previous rounds of expulsions have drawn similar retaliatory language, and diplomats and analysts will watch whether Moscow answers with its own expulsions of Austrian diplomats.

What happens next is therefore as much about the diplomatic sequence as the initial decision. The four diplomats must leave, Vienna's security concerns remain largely unstated in public, and any Russian response could set the tone for Austria-Russia relations in the weeks ahead.
