The U.S. Small Business Administration has issued its first federal classification guidance formally recognizing content creators within its small-business framework, a move that could make it easier for YouTubers, podcasters and streamers to qualify for SBA-backed financing, according to the Coleman Report.
The guidance, announced October 15, 2026, in SBA News Release 26-106, directs qualifying creator-led businesses whose main activity is producing or distributing original audiovisual content to start with NAICS 5121, Motion Picture and Video Industries, then pick the six-digit code that best matches what they mainly do — from 512110 (production) to 512120 (distribution) to 512191 (postproduction). The agency says the country now has about 27 million creator-led businesses.
Creators were never banned from SBA programs — but lenders and applicants had no clear answer to which industry code a creator business belonged to, and the confusion kept many from even applying, What's Trending reports. SBA Administrator Kelly Loeffler said the guidance "cuts through outdated classifications" and gives qualifying creators greater clarity as they build businesses, create jobs and compete.
The Creators Guild of America, which pushed for the change alongside advocates including Shira Lazar, called it a landmark. "Content creators are small businesses, and always have been," said CGA founder Daniel Abas. "As of this week, the federal government agrees in writing." Filing creators next to film studios is a statement about how Washington now sees them: a daily vlog, a podcast network or a gaming stream is being treated as a production company, because functionally that's what they've become.
The work isn't finished. A separate SBA proposal would simplify size standards under NAICS 5121, and the agency said it received requests for a permanent exception for content creators — it will review those after public comments close November 20. But for an industry Goldman Sachs once projected could approach $480 billion by 2027, formal federal recognition is a milestone years in the making.
